As Director of the Mental Health Advocacy Program for Kids (MHAP for Kids), Lisa Morrow sets the program’s strategic direction and oversees its management, including supervision of the MHAP for Kids’ Managing and Supervising Attorneys. She serves as a liaison to the Boston University School of Public Health, supporting ongoing data collection and analysis of the efficacy of MHAP for Kids.

Lisa has expertise in advocating with school districts, state agencies, hospitals, and the courts to secure educational and mental health services for children with unmet mental health needs. Serving as MHAP Managing Attorney from 2023 through May 2026, Lisa oversaw MHAP’s statewide intake line, and created and coordinated a monthly curriculum to train staff of Family Resource Centers across Massachusetts on child welfare, juvenile justice, and special education.

Prior to joining HLA in 2013, Lisa was a Staff Attorney at the Children’s Law Center of Massachusetts, where she represented children in education matters as the sole attorney for an education advocacy initiative in Lawrence, MA. Lisa earned her J.D. from Boston University School of Law and her B.A. from Brown University.
