Lisa Morrow

Director, MHAP for Kids (she/her)

As Director of the Mental Health Advocacy Program for Kids (MHAP for Kids), Lisa Morrow sets the program’s strategic direction and oversees its management, including supervision of the MHAP for Kids’ Managing and Supervising Attorneys. She serves as a liaison to the Boston University School of Public Health, supporting ongoing data collection and analysis of the efficacy of MHAP for Kids. In addition, Lisa was appointed to the Special Commission on Access to Behavioral Health Services for Children and Families through her work as HLA’s representative on the Children’s Mental Health Campaign.

Lisa has expertise in advocating with school districts, state agencies, hospitals, and the courts to secure educational and mental health services for children with unmet mental health needs. As Managing Attorney, Lisa oversaw MHAP’s statewide intake line, and created and coordinated a monthly curriculum to train staff of Family Resource Centers across Massachusetts on child welfare, juvenile justice, and special education.

Prior to joining HLA in 2014, Lisa was the Staff Attorney at the Children’s Law Center of Massachusetts, where she represented children in education matters as the sole attorney for an education advocacy initiative and provided training and technical assistance on education law. Lisa earned her J.D. from Boston University School of Law and her B.A. from Brown University.
